My homeade incubator.

Hello people I have about 15 valley quail eggs in the incubator and its been about 23 days and i stoped turning them the last three days with a humidity of 65% and the temp at 98-99 degrees.
The problem is that since 2 days ago most of the eggs have a small peck or crack at the circumference Theres no progress, but occasionally i'll see the egg move and the beak break small portions of the shell. are they still going to hatch?? ???

  If you maintained that temperature throughtout incubation, you will probably have a late hatch.  While pipping is generally progressive, from the time it starts, there is sometimes a period where nearly every egg will have one "pimple", before any have a cut line around the egg.  You will probably have a bunch of little fluff balls within 24 hours.

That is also my thoughts.   Still or forced air incubator?
