Hi, not sure if anyone is on that can help. I have several parrot forums and work thee 911 emergency for for birds at www.theperch.net. We have a member in the UK with a sick bird tonight. We are giving advice that would save most birds. If someone has experience with sick quail could they please come over and take a look at this thread. not exactly sure but you should ask him what he is feeding them if they are not getting the proper diet they can become weak, ive only only seen it in poultry but not in gamebirds but if poultry do not receive the proper amount of protein they will first  loose all control in thier legs and then will pretty much go insane until they die so it might be the same in gamebirds
