i spent an hour on the dnr site and called several phone tree's and got no where.

Try taking a ride to you district DNR office and talk to someone face to face, this will usually work, don't you think?

I would believe there would be an application to file out, fees to be paid for a permit , and the possibilities of even getting a copy of the Rules and Regulations at the same time.
