Chris
I have pretty good hatch rates using this method.
I purchased a 1500 series GQF inc. that had a bad heating element and wafer cheep $50.00.
Put it in a building that had a window ac unit in it and would maintain 70 degrees.
Opened all back vents added a water system to have the humidity then run with the turner on all the time.
We set eggs every 7 days.
Good luck

I lived in Taiwan for nearly 10 years.  Found some commercial raisers of Japanese Quail and they held their eggs for up to 2 weeks and still had good hatching results.  They put eggs in sealed plastic bags and kept them in their coldest room.  The bags kept the eggs from evaporating.
