Requirements for selling dressed quail in Texas

Hi folks, I bought a hand full of quail and an incubator. I thought I could make alittle money selling quail to eat.I wanted to know what kind of hoops you have to jump through to dress and sell quail.I would like to do it right but it seems the government wants to regulate every body out of business.Dont have lots of money to spend.I had people say as long as people buy your quail on your place your fine Please help with good facts I kinda scare from heresay Thanks
