Title: Can I raise 3 ringnecks on wire 4x12x3 ft high & house 4x4x3 high

I am going to build a place to keep  1 rooster  and 2 hen ringnecks in a building like my quail are kept just a tad larger.  The size I am considering is 3 ft off the ground 4 ft wide and 12 long by 3 ft high. With 1 pen on one end 4ft by 4 ft by 3 high leading on to the run.

No.
Your proposed pen would be fine for Quail, but not Pheasants. Way too small.

For what reason are you getting Pheasants ? Pets ?

If pets, you'll need to think much bigger. You should be thinking about 200 sq. ft. run (minimum). It should be 6' high.
Look through the "Build It Yourself" section for a few ideas of what I'm talking about.
