Selling Quail

I was looking at selling quail and rabbit at a farmers market.  From doing research, I found out to sell rabbit it had to be processed in a professional facility.  It cannot be done in your backyard.  I was wondering if this was the same with quail?  Or is NPIP cert the only thing needed to sale quail.  Has anyone come across this before?

I also sell New Zealands and the way to loop-hole it is to sell the rabbit then butcher the rabbit for a
"DONATION" of $2 or 2.50 or what ever you charge. I know several that do this here in central Florida.
