i have read that you should stay away from odor treated wood shavings because it can get in their lungs and get them sick.  ive heard untreated pine shavings work, but then ive heard they can cause harm too.  i would just suggest putting more ventilation so more air can get in.

I have never used and don't recall ever hearing tell of anyone using wood pellets.

I wouldn't use them, I would think that they would be hard for them to walk on, that they would constantly be moving under their tiny feet, possibly promoting stradle leg, etc.  Not to mention ingestation.

yeah, ive seen pine shavings in just about every brooder picture i saw that was raising quail.  i would just use pine shavings.  i got a 6 pound bag on amazon.com for about 8 bucks which is a great deal.  they are untreated and wont harm the birds. here is the link to the ones i got.http://www.amazon.com/HARTZ-Natures-Premium-Natural-Shavings/dp/B000QRB056/ref=sr_1_3?ie=UTF8&s=miscellaneous&qid=1248372236&sr=8-3
oh and i would also advise not to put them under the birds feet, because it is not a solid surface, they will probably slip and fall.  good luck!

I don't use shavings for chicks because they will pick at them then get a drink, wet wood swells and kills, same idea with expanding wood pellets.I learned the hard way. I use straw, chopped straw for quail chicks.   hope this help, good luck!
