I think there are any number of reasons for this, including a genetic problem, poor health, and inadequate nutrition. What are you feeding the breeders? :D

I am feeding the breeders  28% turkey  feed .The birds are 6 months old now .Could that be the problem.I hatched these birds myself and their eggs were normal (from different pairs). Thanks

You should switch to a gamebird layena and supplement with some ground up oyster shell. The age of your birds may also be part of your problem however the eggs will most likely get larger within a week or so.
