I know a lady who had luck with coturnix hatching their own eggs.  She put low cardboard boxes on the ground (with entrance holes) in an outdoor "flight" type pen.  Then she basically ignored them... fed and watered them never collected the eggs or touched the boxes... Within a month she had baby quail all over the place.  Mind you she has a lot of birds in the flight pen and only about 10 of 50 females actually had broods.  So I'm not sure if it would work with small numbers.

I only have 3 pair of Bobs, but they'll all hatch their own. They have a hutch where they "hide" the eggs .
One pair has a bit of a hard time hatching, as the male wants to sit on the same nest, so eggs get between him & the hen & cool off.
Just provide a nesting place & when you see them make a nest , leave the eggs there. Try to place the nesting box or what ever in a place you will not disturb.
Note: broody Bobs turn nasty ! Funny to see such a tiny bird try & bite your hand off !

It has been bred out of Coturnix to set their own eggs.  The lady who was able to get 10 hens out of 50 to do it was very lucky.
