What is the best small-scale economic plucker for bobwhite to chukar sized birds?

I don't think they make them that small. Look around for something you can put in the chuck of a drill motor and add the fingers to it.

i see some easy to make models and will go with that.

I think that would more then likely be your best bet. I haven't seen anything small. The only thing I have seen, was for chickens and waterfowl, and if you used one of those on quail, I don’t think there would be any bird left.

When you finally come to terms on making one, post a picture for the others to see, it could be interesting, and beneficial to others.
