How long can eggs keep before incubation?

My father bought his wife 4 quails about a month ago because she wants to breed them. The birds have produced about 20 eggs so far and she's been holding the eggs aside in a carton for the last 3 weeks without any sort of heating or rotation. I don't know anything about breeding birds or incubating eggs but this can't be right. They both seem to think the eggs have the shelf life of a package of Sea Monkeys, and that as soon as they get around to buying an incubator and put the eggs in - Voila - they'll have instant quail babies. How long can these eggs last before they start to rot or become unviable?

For incubation purposes I was told that you can hold them for 7 days, after that the hatch rate goes way down.

no more than 12 days . and turn them as often as you can.

I keep mine about 7 days in a small apartment size refrigerator set at 58 to 60 degrees. the older they get the fertility drops quickly.
