Hi, its now 21 days since we put the quail eggs into the still air incubator. When we candle them most of them are dark but there is a hollow air spot at the end of the egg, is this normal? Is this considered an air sac or are these eggs duds.

What kind/brand of incubator do you recommend for successfully hatching out eggs?

The hollow spot is the air sac.  Sounds like everything is going perfectly normal for your hatching if you are hatching something that hatches on or after 21 days incubation (Bobwhite, chicken,pheasant etc.).  At the later stages of incubation, the chick takes up so much room in the egg, they appear to simply be a dark blob. Keep your fingers crossed and wait for the little rascals to start popping out. You mention that "most are dark"?  I take that to mean there are some that aren't?  The ones that are clear are infertiles, the ones that are somewhat clear with only a dark spot (often with a red "blood ring" around the inside of the egg) were chicks that for some reason died in the early stage of incubation.
