I would like to bring my quail into a covered barn and induce them to begin laying.  1.  Is it damaging to leave a light on 24 hrs. per day? 
2. How much heat is needed?

1.  Is it damaging to leave a light on 24 hrs. per day? No- It's best if you gradually increase every couple of days until you get above 12 hours and then you can leave it on. The only downside is that if you have a power outage for as little as one day the birds can be "tricked" into a moult....not something you want in the dead of winter.
 
2. How much heat is needed? Mine begin laying in the 50's (F) so I would say that would be the minimum.... 60's would be better.
