are the pads necessary with the pan we bought a used incubator and the previous owner just had a regular kitchen pan in it are the manufacture pans and pads recommended ?

That depends, I always have to use one and sometimes two in order to keep the desired humdity level.

OK guess thats it because i need more hum % is there a household material that can be used or do i need to order the pads from a supplier

You'll want them available. There is a common room humidifier wick type filter that is same size, or very close. Much cheaper. Holmes brand, if I remember right. I'll check the package. Of course, if you use your own pan, any that you can get propped up will work.
p.s., If you need the pads to reach incubating humidity, you'll need more to get to hatch humidity. I've had good luck by placing incubator in, or building small room around incubator. That allows you to raise temperature and humidity in the area around the incubator to nearly the levels needed and then you have less of a fight. Also it lets you get by with opening the incubator (which should still be kept to a minimum).
