What is the quickest you can transfer chicks to grow out pen, with a heat source for night time as mine are out growing brooder boxes?

As Tommy said, it is all local.  Here in S.E. Oklahoma it is 9:30 at night and temp is still 95 degrees so technically I could put day olds out and only need a heat lamp on at night since it will only drop into the 80's at night.  Watch your birds, if they are only getting under the light at night then I'd say they're ready.  I normally shoot for fully feathered on my bob's which is around 3-5 weeks.
