I have about 35 Bobs (25 female 10 males) left over from last year, and I was wondering if I they will hatch and raise chicks in pen. The pen I have them in now is on the ground (sand actually).

Although anything is possible, I have to say very un-likely.
Even if so, it would be very likely the others would kill the chicks.

(the above info based on my own experience of my Bobs hatching their own)

Yea although rare it is possible as proven in some threads on this forum. Even a male hatched the eggs cuz the hen left.

Giving the birds privacy and space seems to have best results.
