Recently had a quail unable to pip the full 360 degrees - only accomplished 270.  After 10 hours, we did the last 90 degrees for him.  He shot right out, but his hasn't been able to lift his head from his chest.  Head is down and turned 90 degrees.  Is this a common malformation?  Should we cull these type of quail immediately, or does the issue have a chance to rectify itself?
