I have a pen of around 35 bobwhites. They are about 3/4 grown. Almost all of them have no tail feathers.Any ideas on what may cause this?

Their to crowded. Birds will pick each other and even eat each other if over crowded. At least thats my experience Ive had with some of mine in the past

Overcrowding is the main problem with pecking, also introducing new quail to the pen with the ones that are there. They don't like strangers and will kill the new arrivals without an introduction time period, like splitting the pen in half and separate the new quail with chicken wire and when you see that they are getting use to one another you can remove the chicken wire as long as they have plenty of food and enough space, they should get along.Good luck
