Regular tire valvestems will surprisingly well, remove the core and drill a half inch hole in the barrel or bucket then pull the valve stem through.  3/8 inch tubing between valve stems in the barrel and end of one inch PVC.  The caps slip on and off for cleaning of the pipe.  I have been using this system for a good while with excellent results.  They cost about $1 each.

How do you attach the 3/8 tubing to the end of one inch PVC ?

Very clever !  Do you just slip the 3/8 hose and force it over the valve stem ?
