I was wondering if having a pen that is 8 feet high large anough for quail to fly?

Eight feet is fine for height.  I don't know if you quail hunt a lot or not, but even in the wild these little guys don't get that high off the ground and they'd rather run than fly.  Just make sure it has enough length for them to beat their wings a couple of times before getting to the end.  I had a pen eight foot tall, but 75-85 foot long.

Most of them are built to at least 8' feet height.  Insure you set your corner poles in 2' on all corners to get the height though.
