I'm new to the forum but need some advice.
I bought 35 Jumbo Brown Coturnix Quail in September. The guy I bought them from said they were hatched May of 2013. I have them in individual pens with one cock and two hens.
I have a cabinet incubator I used to hatch out chickens with quite successfully set to 99.5 to 101.5. It has a automatic turner, the last 3 days I put them in the bottom/don't turn them and increase the humidity to 65-70%.
I feed Southern States 21% game bird Super Breeder.
The first 25 eggs only hatched 5 eggs.
The next 40 hatched 1 egg.
The next 55 hatched 0
The next 93 hatch this Tuesday and I would bet 0 hatch....
The cocks are matting, I've seen them.
What in the world could be happening that I've set over 120 eggs and hatched 6 quail?
There was only one eggs that showed signs of being fertile out of all those eggs that didn't hatch.

Sounds like you have some poor male breeders.  Replace them with some younger males.  This has been a poor year for layers Ive seen in a long time.  With my daughters chickens we've only seen a small handful of fertile eggs and there are several males in there.  The last several Ive purchased and hatched its been around a 50% hatch rate.  After breaking the shell a good portion never developed.
