Pigeon Business similar to Gamebird?

I was interested in propogating pigeons for commercial meat & hunting outlets. I've trapped wild pigeons in the past for Buddhists to do prayer releases, but trapping rates have plummetted. I've found some willing buyers in the fresh-kill farm trade & the bird dog training industries with interest in buying birds regularly. In Texas, we have poultry licensing requirements for production of edible birds.
Are the production concepts & licensing requirements the same as for quail/pheasant/chukar business?
