first time and i have some Question's

Hello all
like most I have been lurking about for a few days now.and i'm going to
try and raise some quail ( to sale eggs at a local farmers market)
and i don't knw how to start. i read some forums about Incubatorers
and other stuff butt what is a good amount of eggs to start with?
and i live in houston TX and don't know if they allow it here. so
so any advice is welcome!! on how to get started and all that i
will need to know.
