I will have baby pheasant chicks in about a month
how old do they need to be to put them in the pen with adults.

What species do you have ? I look more at size of the young bird, than age. I have had best luck when a new young bird is near the size of the mature birds. Also depends on the size of your pens.

Ring necks and mutant size of pen is 16'x16'

I only have 8 birds  in the pen now and expecting only 8 from hatch
is that to many for this size pen

That is only 256 sq. ft.
For the ruffed Pheasants, a min of 150 for a trio. For the larger ones like Reeves or Ring-necks, your pen is good. Some will cram more into a small pen, but what you do is for the birds, not you. Sixteen birds will be far too many. IMO
