How do I trian my dog to go to where I point?

I started using a whistle and when I would blow it, I would immediately turn in the direction I wanted to send the dog and started walking and he would naturally veer that direction.  Now that we have worked through that, I can whistle and wave my hat in a direction and he will drift that way.  I'm sure others have some suggestions.
