redtailed hawk thread

Been thinking about the redtailed hawk thread.  Would it work to put 2 by 4's around the top of the flight pen and run electric fence wire every foot across the whole pen.  The wire at the top of the pen connect to ground on an electric fencer and the wire on top of the 2 by 4's hot.  If the hawk spent much time up there trying to spook and eat a quail sooner or later it's bound to rub against a wire hard enough to push feathers aside and make contact.
