Infertile Mountain Quail Eggs

???I have a 1 year old PAIR of mountain quail. Hen has laid aprox. 30 eggs this season. NONE of them are fertile?

? They have high protein food, daily greens, fresh H20, habitat is ideal, short of giving the male Viagra, I am absolutely stumped. Any ideas, does this often happen? Thanks.

Maybe 2 hens laying..Very hard to tell the sexes...
